Churn in Uttarakhand as 2 former MLAs from BJP, 1 from BSP jump ship to Congress

With less than a year remaining before the next assembly elections in Uttarakhand, the political landscape is witnessing notable shifts as several influential leaders from rival parties have joined the Indian National Congress in New Delhi. On Saturday, two former Bharatiya Janata Party (BJP) legislators and a former Bahujan Samaj Party (BSP) Member of the Legislative Assembly (MLA) officially joined the Congress, signaling potential changes in voter dynamics and party alliances ahead of the polls.

The leaders who switched allegiance to Congress include Rajkumar Thukral, Bhimlal Arya, and Narayan Pal. Rajkumar Thukral is a well-known political figure from Rudrapur in Udham Singh Nagar district. He served as a BJP MLA twice, winning elections in 2012 and 2017. Despite his popularity - in the 2017 assembly elections, he secured a commanding 59.19 percent of votes - Thukral was denied a BJP ticket in 2022. Following this, he contested as an independent candidate but finished third with 20 percent of the votes, while Congress managed to secure 30.9 percent in the same constituency. Thukral first gained prominence during the Uttarakhand statehood movement when he was imprisoned for his activism. He also held the position of Municipal Chairman under the BJP in 2003.

Bhimlal Arya, another former BJP MLA, represented the Ghansali constituency, which is reserved for Scheduled Castes. He won the seat in 2012 on a BJP ticket but faced suspension from the party due to his support for Congress in 2016, marking a significant break with his former party. That year, he was disqualified by the Speaker of the Assembly for cross-voting in favor of the then-incumbent Harish Rawat-led Congress government. Arya contested the 2017 elections on a Congress ticket and ran as an independent in 2022, but he was unable to reclaim a winning position in either attempt, finishing third on both occasions.

The third leader to join Congress from outside the party is Narayan Pal, a former BSP MLA from Sitarganj. Pal had won assembly elections in 2002 and 2007 but lost in 2012. His induction into Congress reflects a broader trend of leaders seeking new political platforms in the run-up to the upcoming elections.

In addition to these three prominent figures, several other local leaders also joined the Congress fold. These include Gaurav Goyal, the former Mayor of Roorkee; Lakhan Singh Negi, the current District Panchayat member from Bhimtal; Anuj Gupta, former Municipal Chairman of Mussoorie; and Yashpal Rana, also from Roorkee. The induction of these leaders was conducted by senior Congress state leaders and the party's state in-charge and Member of Parliament, Selja.

Congress leaders characterized this influx of former BJP members as a clear indication of dissatisfaction within the BJP ranks. They assert that the defections point to a growing discontent with BJP leadership and policies in the state. Selja, in particular, criticized the current BJP government under Chief Minister Pushkar Singh Dhami, stating that Dhami has become increasingly unpopular among Uttarakhand's populace. She suggested that the recent cabinet reshuffle, which saw the induction of five new ministers, was a strategic move by the BJP to mitigate public anger. The Congress also took a jab at the BJP, noting that seven of the twelve ministers in the Dhami cabinet were former Congress members, implying that BJP's governance relies heavily on leaders who originally belonged to Congress, and thereby questioning the BJP's ideological coherence.

The defection of these leaders could significantly bolster the Congress's prospects in Udham Singh Nagar, a district where the party currently holds five out of the nine assembly seats. The BJP is reportedly under pressure in this region, exacerbated by controversies surrounding some of its legislators. For example, Arvind Pandey, the BJP MLA from Gadarpur, has been accused of land grabbing, and his family is facing a First Information Report (FIR) for charges including fraud and criminal intimidation. Additionally, the area recently witnessed protests following the suicide of a farmer, which brought attention to the grievances against the government and local police.

In response to these developments, BJP state president and Rajya Sabha MP Mahendra Bhatt dismissed the significance of the defections. He referred to the Congress as a party led by just four leaders and criticized the party's state in-charge for not considering it important enough to visit Uttarakhand frequently. Bhatt emphasized that those who joined Congress had already been expelled from BJP long ago and thus should not be viewed as key figures representing BJP's strength or influence.

These political realignments underscore the fluid nature of party loyalties as the 2024 Uttarakhand assembly elections approach. The entrance of seasoned politicians with local influence into the Congress camp may reshape electoral calculations, particularly in constituencies where they hold sway. While the BJP seeks to counter negative perceptions through administrative changes and public outreach, the Congress aims to capitalize on internal BJP dissent and local controversies to strengthen its position.

This shifting scenario is being closely watched by political analysts and voters alike, as it may influence the balance of power in the state legislature and impact governance priorities in the coming years.
